How could she not be a love interest? Tony is attracted to almost any woman. :)
No one can fill Kate's role exactly. I think this is about developing a new character, not a replacement.
Apparently Sasha Alexander asked to leave, not wanting to commit to a long-running, physically-demanding series. Next to Gibbs, Kate was my favorite character, but I'm ready to move on.
